Although the exact person who orders Hutch and Becca to be freed by the end of Nobody 2 isn’t confirmed, they’re likely connected to the Barber. Hutch’s government handler, the Barber appeared in the film’s first act and later gave Hutch a certain amount of information about Plumerville — but couldn’t provide back-up.
